Normanby By Spital Parish Council met on 17th May 2022 in the Bottle And Glass at 7.45pm. Chaired by Cllr Widdison.
Present : Cllrs Clinch, Creek, Elliott, and Moulson.
Also Present – 2 Members of the public.
MINUTES
Meeting commenced at 19:45
36/2022. Recording of the meeting, no one wished to record the meeting.
37/2022. Apologies for absence – Cllr Firth, Cllr Martin, Cllr Bunney
38/2022. Reports from County & District Councillors & Police, if present –
PCSO Angie Law sent her report which indicated 2 incidents but no crime was reported.
39/2022. To receive declarations of interest in accordance with the 2011 Localism Act – Cllr Widdison declared an interest in item 13, a. – Planning Application for 11 Highgate Lane.
40/2022. Public Participation – no public questions
41/2022, To approve notes of the previous meeting:

42/2022. Matters arising from the March meeting
Item 25/2022 i - Community Asset request for the Bottle & Glass was successful
Item 26/2022 iii – Jubilee Grant successful - £700 received.
Item 30/2022 – Now have access to Bank account, the Santander account has been closed and funds moved to Unity Trust.
43/2022. Resolve to adopt the LGA (West Lindsey) Code of Conduct

44/2022. Correspondence
Letter to Charity Commission – a letter has been written to the charity commission concerning the Village Hall Trust Fund. To date no response has been received.
Email from PKF Littlejohn concerning accounts reporting for NPC and CPC – PKF Littlejohn as external auditors have requested a full audit of the accounts for the CPC, Normanby by Spital PC and Owmby by Spital PC. The clerk has been in contact with them and provided information correcting identified errors and bad practises in the period to March 2021. PKF are happy that correct processes are now being followed and await the information for the period to March 2022. It has been advised by PKF that we undertake an external audit despite being exempt as a “smaller council”. The external audit will draw a line under any previous mis-accounting. It is acknowledged that there has been no fraudulent activity on the accounts but information has previously been declared incorrectly.
45/2022. Platinum Jubilee
Report on progress with the Jubilee Event
Cllr Elliott gave an update on the plans for the Jubilee Walk. Donation of seeds has been received from Kings Crops. CPC has taken ownership of the Owmby grant and are planning the spend.
Normanby are dealing with the Jubilee Jamboree. There have been donations of £100 from Kitchen Gardens, £400 from Cllr Creeks late mother and £400 from Owmby PC. A schedule of events was shared and this will be publicised throughout the village.
Volunteers are being sought to assist with the event.
Storage is being sought for equipment on the weekend.
46/2022. Policies
Resolve to accept amendment to CPC ToR relating to Grants
Changes to the section relating to grants to make it easier for grants to be obtained at short notice by the committee.

Resolve to accept amendment to CPC ToR relating to Termination –
To ensure protection of the community park if one PC removes themselves from the partnership.
It was resolved to accept as it stands with a view to altering the time frame for funds to be transferred to within 90 days at the next available opportunity.

47/2022. Highways Matters
Potholes on Private Lane have been reported – deemed low priority. Cllr Bunney responded - “ There is a considerable time lag/delay between reporting and repair. Significant holes should be mended within 3 months but the definition of significant, especially away from the main roads, is very subjective.”
A member of the public approached Cllr Moulson – Footpath across fields to the north of the village has become hard to access at the spinney. It is believed that this is outside the parish. Clerk to check if inside boundary.

PC to reply with no objections.

PC to reply with no objections and to encourage the improvement.
49/2022. Grass cutting
Following Facebook warriors complaining about the grass cutting. We were approached by a resident of the community who is a professional agronomist. She has advised us that the field has been planted with the wrong variety of grass which is not suitable to be cut to a short length. Many comments came after the first cut of the year which understandably creates a lot of additional clippings which cannot be avoided.
50/2022. CPC Update
The scarecrow event will be taking place from 17 July to 24 July
Planned works to go ahead prior to the Jubilee event involving the footpath into the park from Highgate Lane. Works are also planned to secure the remaining benches. The CPC is supporting the Jubilee Event and also working on the Jubilee walk.
Consultation event went ahead and while numbers in attendance were few there were many comments and ideas on Facebook which will be logged and addressed as appropriate.
Old youth club has funds which the previous leader would like to support the CPC unless there is a desire to rekindle the youth club. There is also equipment available which may be of use to the CPC.
51/2022. Finance Matters
To approve and sign the Council's Annual Governance Statement for the 2021/2022 Annual Return for the financial year ended 31.3.22 prior to submission for external audit.
The statements were read out and all was in order.
