Normanby By Spital Parish Council met on 1st March 2022 in the Bottle And Glass at 7.30pm. Chaired by Cllr Widdison. Present : Cllrs Clinch, Creek, Elliott, and Firth.  Also Present – Cllr Bunney, Mr Tom Weaver (Quantum Broadband) and 4 members of the public.

19/2022                Apologies for Absence

               Cllr Moulson and Cllr Martin sent their apologies

20/2022                Declarations of Interest –None declared

21/2022                Reports from county Councillor, District Councillor & Police – Cllr Bunney advised County Council Budget has been agreed with 4.9% increase in Council Tax. New paper waste bin system will commence in April. Highways are addressing potholes and also the signage for the Community Park is on a waiting list to be produced. Police Report from July to February – 1 malicious communication, 1 criminal damage, 1 theft.

22/2022                Presentation by Quantum Fibre – Quantum have won the contract as internet service provider for Normanby & Owmby villages to install fibre optic to our homes. Connection is free for 25% of homes with a free installation voucher.

23/2022                Open to public –Question from member of the public. – Flooding on Normanby Cliff Road at Paunch Beck – update on gully – answered by Cllr Bunney who suggested he would contact Highways and provide this council with further contacts.

                        No further questions from the public.

24/2022                To approve minutes of January meeting. – It was resolved that these were a true record. Proposed Cllr Firth/Seconded Cllr Elliott

25/2022                Matters arising from January meeting

i          Cemetery Fees  – To be displayed on Parish Council Website

ii          Community Asset – Paperwork completed and sent to WLDC to register The Bottle & Glass Public House as a community asset.

26/2022                Queens Jubilee June 2022 – Cllr Elliott reported that the public questionnaire results were in favour of a Jamboree very closed followed by a Picnic in the Park event. With the popularity of both events very similar, an event will be  held on 4th June  combining both ideas incorporating a picnic early afternoon and a jamboree evening event with a live band and hog roast. Our Council will submit a Grant Application to WLDC to support this event. The lasting memorial will be a Queen Green Canopy vision which will include improved pathways in the park, a tree planting scheme  and a wild flower meadow. This memorial will be supported by Owmby Parish Council who will also be submitting a Grant Application.

i           Terms of Reference for the Jubilee Committee – Accepted – Proposed Cllr Firth/Seconded by Cllr Creek

ii          Jubilee Committee Ratified  - Cllr Clinch and Cllr Elliott of Normanby Council along with Cllr Brooke and  Cllr Swift Of Owmby Council with members of the public Sara Carter and Barbara Moulson -All agreed – Proposed by Cllr Firth/Seconded by Cllr Creek

iii         Jubilee Grant Application for the Event to be sent to WLDC - approved by the Council -Proposed Cllr Firth/Seconded Cllr Creek

iiii        Donation to Jubilee Fund – Donation of £400 has been offered to Normanby Council by Cllr Creek to help support the Jubilee Event. It is suggested that both Owmby & Normanby Council  will make a donation to the Jubilee Fund. Cllr Creek would like to give the donation in memory of his mother due to her public service a s Parish Councillor for many years and her being a royalist. All agreed

27/2022                Policies for Adoption – Safeguarding – Accepted Proposed Cllr Firth/Seconded Cllr Elliott

28/2022                LALC Training Scheme – It was discussed that we should book individual training and pay for the scheme. £114 p.a – All agreed

29/2022                Planning

                        TXC40108 - Highgate Farm – retrospective planning for lake – letter in support  to be made by the Council.

                        TXC144418 - Skittlestone Cottage – removal of condition 4 98/P/0752 – occupancy condition – All agreed allowing the property to be separated for 2 households to obtain occupancy would be beneficial.  Comments to be made to WLDC

30/2022                Bank Account – Balance still remains at £4062.91. New Bank forms completed and sent to Santander, we are hopeful that we will soon have access to funds.

i       LALC Subscription £144.97 – Invoice resolved to pay – Proposed Cllr Firth/Seconded Cllr Elliott.

31/2022                Highways  – All Road repairs have been monitored on Fix my Street and will continue to do so. The Bridge is awaiting repair and Normanby Cliff Road junction has been repaired but not to the standard we had hoped.

32/2022                Neighbourhood Watch Scheme – Cllr Firth stated support was diluted and therefore no scheme can be run without volunteers. Idea will be shelved.

33/2022                CPC Update  - Following the Terms of Reference for the Community Park being adopted at a joint meeting of both Normanby and Owmby parish council- Cllrs Moulson and Creek will represent this Council on the CPC. Proposed by Cllr Firth/seconded by Cllr Elliott.  Owmby Parish Council will adopt their members at their next Parish Council meeting.

34/2022                Website – Cllr Widdison to administer the Website until further notice. All agreed

35/2022                Date of Next Meeting 3rd May 2022 – 19.30pm

Meeting Closed at 21.11pm Council went into closed session to discuss Staffing Matters
