Normanby By Spital Parish Council met on 7th November 2022 in the Bottle And Glass at 7.30pm.

Chaired by CllrWiddison

Also Present : Cllrs Creek, Elliott, Martin, Moulson, Cllr Bunney (County Council)

Issue was raised again concerning the gulley at the bottom of pump hill where the Beck goes under the road.

NOTES

92/2022 1. To receive reports from County & District Councillors & Police, if present

Cllr Bunney delivered his report – a copy of which is available on the PC web site. Here

Policing - Neighbourhood policing team has changed to Insp Michael Head. Heading up the local team is Sgt Jim Wilson, both have expressed a wish to be emailed if there are any issues locally. Blue light services are looking at where money can be spent across the county. Click here for the full Policing Team details.

Highways issues continue to be a frustration. Cllr Bunney has spoken with the Head teacher of the school regarding the speeding traffic along the main street during school hours. There is a requirement for a sign to indicate “Slow Down – Children Crossing” – preferably with flashing lights. – Cllr Bunney requests support of the Parish Council in order to progress the issue. The issue of parking was also raised around the school. – it was suggested that this was put forward at the same time. The Parish Council were in support of Cllr Bunney putting these matters forward. 93/2022 2. Apologies for Absence  - To receive and accept apologies where valid reasons for absence have been given to the  Parish Clerk prior to the meeting. – Cllr Firth submitted her apologies ahead of the meeting.

94/2022 3. To receive declarations of interest under the Localism Act 2011 – being any pecuniary interest in agenda items not previously recorded on Members’ Register of Interests and any written requests for dispensation – None declared

95/2022 4. To approve as a correct record the notes of following meetings of the Parish Council and to authorise the Chairman to sign the official minutes

Meeting held on 5 September 2022 – resolved to accept as a true record

Finance and Audit Meeting held on 11 October 2022 – resolved to accept as a true record.

96/2022 5. Co-option of new Councillor.

Resolve to go into closed session due to the likely disclosure of confidential information as defined in Section1 (2) of the Public Bodies (Admission to Meetings) Act 1960 – Resolved.

To hear from the applicants

For councillors to discuss and vote on the new Councillor.

2 applicants were present and the selection was made in line with the Parish Council Co-option Policy.

97/2022 6. Welcome new councillor and complete declaration of office.

                Kathryn Pearson was the successful candidate and was welcomed to the council.

                The declaration of office was completed and the clerk confirmed other items that need to be completed.

98/2022 7. Policies & Documents

To resolve to accept the following as recommended by the Finance and Audit Committee

Committee Terms of Reference for Finance and Audit Committee - resolved to accept

Statement of Internal Controls - resolved to accept

99/2022 8. Discuss access to nbyspc@gmail.com account – the Chair indicated that he had no requirement to access the email account. The password will be held by a member of the Personnel Committee in line with the Statement of Internal Controls.

100/2022 9. Discuss Planning Applications

101/2022 10. CPC Update

Donations of Funds

Thanks go to Wives Club, Village Hall Trust, Lincolnshire Coop, Andrew Garbutt – Youth Group, Cllr Summers for donations received.

Purchases

Toddler swings have been ordered, Junior Swings will be ordered once the VAT Reclaim has been received back. Goal posts have been purchased. Electricity still needs to be resolved.

Cllr Elliott indicated that consideration was required with regard to where the electricity box was sited.

102/2022 11. To note progress with land purchase proposal

The 7m strip of land at the south end of the community park has been valued at £7500. At this stage it can only be valued as a strip of land and not for anything specific

Cllr Elliott indicated that to proceed with the proposal then it should significantly benefit the village.

Cllr Creek agreed that the benefit should be significant.

Cllr Moulson suggested consulting with the villagers to find out if that is what they wanted.

Cllr Widdison suggested that it should be a substantial sum of money – it would be advisable to agree a figure that would be acceptable.

Cllr Widdison proposed that NPC put forward a minimum sum that would be acceptable should the agreement be met with the community and be allowed within the constraints of the 106 agreement. The clerk was asked to converse with Owmby Parish Council with a view to agreeing what an acceptable sum was.

103/2022 12. Report from OPC Reference Tree Canopy \ Jubilee funds

The Clerk presented the Plan from OPC the outlying proposal of tree planting on the park in respect of the grant received for the Jubilee and other available funding.

104/2022 13. Report back on Training completed

Cllrs Creek, Elliott and Moulson attended Councillor training which was beneficial.

105/2022 14. Finance Matters

To discuss the estimated precept for 2023/2024 –

It was resolved to submit the estimate of £8810 for the Precept.

Banking rota\responsibilities – Cllrs Widdison and Creek to take the lead on payments and Cllrs Moulson and Firth pick up when they are away.

A donation to the Signposted was agreed and it was suggested that a synopsis was given after each PC meeting for publication in the Signpost.
