Normanby By Spital Parish Council met on 13 March 2023 in St Peter and St Pauls Church at 7.30pm.

Chaired by Cllr Widdison

NOTES

14/2023 To receive reports from County & District Councillors & Police, if present

              Cllr Summers attended the meeting. He shared with us that he is retiring as councillor and will not stand in the forthcoming election after 21 years of service.

CIF will be renewed in April. £141,000. Other funds will also be available over the next 4 years from other sources which is planned for in and around Gainsborough, Market Rasen and Caistor.  There will be some left for other projects.

NPC wished to place on record thanks for the work Cllr Summers has done over the years of which some has resulted in the development of the community field.

              There were no Police incidents to report.

15/2023 Apologies for Absence  - To receive and accept apologies where valid reasons for absence have been given to the  Parish Clerk prior to the meeting. - RESOLVED to accept apologies from Cllrs Creek and Elliott.

16/2023 To receive declarations of interest under the Localism Act 2011 – being any pecuniary interest in agenda items not previously recorded on Members’ Register of Interests and any written requests for dispensation – NON DECLARED

17/2023 To approve as a correct record the notes of following meetings of the Parish Council and to authorise the Chairman to sign the official minutes

19/2023 CPC Update

a. Events Update - NOTED

b. Accounts Update - NOTED

c. Swings update - Swings are ready - Cllr Widdison to arrange collection and installation.

d. Health and Safety Update - Cllr Moulson has continued to carry out H&S Checks. No issues reported. OPC and NPC to consider obtaining a tailor made report when RoSPA carry out their annual check.

e. Grant Update - Grant applications are currently in with iGas (Power) and Awards for All (Footpath)

20/2023 Cemetery update

              Volunteers from OPC and NPC carried out work to trim the dividing head and lift the tree crowns. The daffodil bulbs that have been planted have come up and are looking good.

21/2023 Consider quotes for Grass cutting tender – Cemetery\Community Park

              After much discussion it was RESOLVED to award the contract to AJ Williams.

24/2023 Finance Matters

a. Annual schedule of payments – RESOLVED

b. Appointment of internal auditor  – RESOLVED to use Dave Harford as per the previous year

c. Payroll provider change – RESOLVED to accept the recommendation from the outgoing provider

d. Clerks Salary payment method – RESOLVED to change to Standing Order to ensure prompt payment
