Annual Parish Council Meeting - 18 May 2021
NORMANBY BY SPITAL PARICH COUNCIL
MINUTES OF THE ANNUAL PARISH MEETING
HELD ON TUESDAY 18 MAY 2021 COMMENCING AT 1930hrs
Present: Cllrs R Bellamey (Chair), D Barton-Smith (Vice Chair), A Hanson (Interim Clerk), J Goodchild, T Firth, T Watson and A Creek
Members of the public were in attendance.
Public speaking started at 1930hrs – 3 members of the spoke on the subject of change and moving forward. All three spoke along the same lines echoing each other in their request for the Council to highlight how they were going to change in this coming year.
The meeting opened at 1937hrs:
- Election of the Chair
The Chair, Cllr R Bellamy, asked nominations for the Chairs position for the coming year.Cllr D Barton-Smith proposed Cllr Bellamy and Cllr J Goodchild seconded. No other nominations were tabled, and a vote was taken, 4 voted for Cllr Bellamy and 2 abstained. Cllr Bellamy accepted his position as Chair.Post the meeting Cllr Bellamy signed his Declaration of Acceptance of Office.
- Election of Vice-Chair
Cllr Firth nominated herself for the Vice-Chair her nomination was seconded by Cllr T Watson. Cllr J Goodchild proposed Cllr D Barton-Smith and Cllr A Hanson seconded.A vote was taken firstly for Cllr Firth 2 voted for and 3 voted against, a vote was taken for Cllr D Barton-Smith; 3 voted for and 2 voted against.Cllr D Barton-Smith was duly elected as Vice-Chair and accepted his position.
- Apologies for Absence
None received.
- Minutes of the Annual PC meeting held on Tuesday 26 May 2020
Minutes of the meeting held on 26 May 2020 were taken as read and approved.
- New Councillors Acceptance of Office and Declaration of Interests
The Chair greeted the new Councillors and the Clerk stated that both had returned their Declaration of Acceptance and Declarations of interest Forms.

- Annual Governance Statement 2020/21 – The Interim Clerk read out the statements, as outlined in Section 1 of the Annual Governance Statement 2020/21 and all Cllrs acknowledged their agreement to questions 1 through to 8. This Council has no Trust Funds, therefore question 9 is non applicable. The Chair signed the form acknowledging the Councils approval.
- Date and Venue of the Next full Parish Council Meeting
The next meeting is to be held on 13 Jul 2021 the venue has yet to be decided and will be dependant on the lifting of COVID restrictions.The Interim Clerk outlined that the next meeting will be preceded by a Parish Meeting.
There being no further business to discuss the Chair closed the meeting at 2000 hrs.
